Workforce data analysis at construction site

OUR DATA & METHODOLOGY

Our Approach

Integras World Research compiles publicly available workforce statistics from Singapore government agencies and presents them in interactive, accessible formats. We do not conduct primary research or original surveys — our role is to aggregate, contextualize, and visualize existing government data that is otherwise scattered across multiple publications, often in formats (PDFs, static tables) that are difficult to work with.

Each dashboard on this site combines data from one or more government sources with our own contextual analysis. We aim to present data accurately, note limitations transparently, and provide enough context for readers to interpret the statistics meaningfully.

Data Sources

We draw from the following primary sources:

  • Ministry of Manpower (MOM) — Foreign Workforce Numbers
Published quarterly. Reports the number of valid work pass holders (Work Permit, S Pass, Employment Pass) by sector. This is our primary source for foreign workforce sizing and sectoral distribution.
    mom.gov.sg/documents-and-publications/foreign-workforce-numbers
  • MOM — Comprehensive Labour Force Survey
Published annually. Provides detailed breakdowns of the total labour force including employment type, hours worked, and occupational distribution. Used for our temporary employment estimates and workforce share calculations.
    stats.mom.gov.sg
  • Building and Construction Authority (BCA)
Publishes construction demand forecasts, contractor registration data, and industry transformation reports. Used for sub-sector breakdowns and forward-looking analysis in our construction workforce dashboard.
    bca.gov.sg
  • Department of Statistics (DOS) — SingStat
National statistics agency providing GDP by sector, labour productivity data, and demographic baselines. Used for contextual economic indicators.
    singstat.gov.sg
  • Workplace Safety and Health (WSH) Council
Publishes annual safety performance reports by sector. Referenced in our construction workforce analysis for safety and compliance context.

Update Schedule

Our dashboards are updated quarterly, following the release of MOM's Foreign Workforce Numbers publication. MOM typically releases quarterly data approximately 6–8 weeks after the end of each quarter. We aim to update our dashboards within two weeks of each MOM release.

Each dashboard page displays its "Data current as of" date and the specific source publication referenced. If a dashboard has not been updated to reflect the latest available data, we note this in the "About the Data" section of the relevant page.

Limitations & Disclaimers

Users of this data should be aware of the following limitations:

  • Stock vs. flow data: MOM's Foreign Workforce Numbers reports the number of valid work passes at a point in time (stock), not the number of workers who entered or left Singapore during the period (flow). Permit issuance and expiry estimates on our construction dashboard are derived from changes in stock data and supplementary MOM reports, not direct flow statistics.
  • Temporary worker estimates: There is no single government publication that reports the number of temporary or contract workers in Singapore. Our estimates are derived from the Comprehensive Labour Force Survey's employment type data, industry reports, and our own analytical assumptions. These figures should be treated as approximations.
  • Sub-sector breakdowns: Industry sub-sector distributions (e.g., within construction) are estimated from BCA contractor data and are less precise than the sector-level totals published by MOM.
  • Rounding: All figures are rounded to the nearest thousand unless otherwise stated. This means small changes between periods may not be visible in our data.
  • Not official statistics: Integras World Research is not a government agency. While we strive for accuracy, our compilations and derived estimates have not been validated by MOM, BCA, or any other government body. For official statistics, please refer directly to the source publications linked above.
